Using the Facility Overview Page

The "Facility and Supplier Overview" page is your portal to the report preparation and submission functionality in e-GGRT. After clicking the Data Reporting tab to open the facility select page and clicking 'Open' next to a facility you will be presented with the Facility Overview page for the selected facility and reporting year.

The "Facility Overview" page allows you to:

  • Choose between Webforms data entry or XML-based bulk upload reporting
  • View the subparts included in your current report and add or remove subparts as needed
  • See your emission totals based on data entered so far and/or access a detail emission summary
  • View validation messages related to the information entered into these subparts
  • Generate and submit an annual report for the facility
  • View reports and trend information
  • Notify EPA that you intend to discontinue reporting after the current reporting year
  • Notify EPA that you do not intend to report for the current reporting year

Report Data

The "REPORT DATA" section is presented in a table format and allows the user to see the subpart now selected for the facility, view validation messages for each selected subpart, open each selected subpart for data entry, and/or remove subparts. To enter data for these subparts, click the OPEN button and follow the instructions on each page. Additional help content for related to each subpart can be found under Subpart Reporting Instructions. You may also view validation messages related to the information entered into these subparts. The "REPORT DATA" table will automatically include Subpart A; this subpart is required for all reports. If you reported last year, the subparts from last year's report will also appear in your default subpart selections. For more information on data carried forward from the prior years GHG report please visit the Carry Forward Summary Page.

If you click 'View Messages' next to a subpart you will be taken to Validation Message Summary for that Subpart. For more information on e-GGRT validation processes and messages please visit the Subpart Validation Report Page

Add or Remove Subparts

To add or remove subparts, click the "ADD or REMOVE Subparts" link under the "REPORT DATA" table. This action will bring you to the page seen below listing all of the subparts.

Simply check the box(es) for the subpart(s) for which you will be reporting. Click SAVE to save your selection, and you will be returned to the "Facility Overview" page. If you uncheck a box you receive a warning that all of the data inside that subpart will be deleted. If you click 'OK' your data for that subpart will be gone.

Changing Your Reporting Method

To change your data reporting method from the default of data entry via e-GGRT web-forms, click the "Change" link before entering any data into the reporting forms.

You have two choices for your data reporting method:

  • Data entry via e-GGRT web-forms - The preferred method and default choice, use the screens provided by e-GGRT to enter the data.
  • Bulk upload of XML - This method allows you to upload XML (as a ZIP file). Subpart GHG data will only process if the uploaded file validates against the schema.

Click the radio button for the reporting method that you prefer, and then click SAVE. You will be brought back to the "Facility Overview" page.

Warning: Selecting Bulk Upload of XML will delete any data previously entered in web-forms. After you click 'Save' you will get a warning panel saying "Changing your GHG Reporting Method will result in the loss of any previously entered GHG Data for the current reporting year". If you click 'OK' your data will be deleted.

GHG Details

This is where the “rollup” is presented, which provides your total CO2 equivalent emissions (excluding biogenic) and biogenic CO2 emissions. The third total presented in the “roll up” is the quantity of CO2 equivalent for suppliers. Once all subpart data is entered, you will be able to see a comprehensive overview of your emissions with this calculator.

Click the VIEW GHG DETAILS to see the underlying details on the metric tons of GHG, by gas and by subpart, along with the Global Warming Potentials (GWPs) that go into the calculations.

Viewing the GHG details allows you to see the individual subpart components that were tallied into the roll up totals. For more information GHG Details page and on the logic underlying GHG rollups visit our GHG Rollup Requirements Page.

Submit an Annual Report

Once all subparts are completed and the "Validation Messages" are addressed to your satisfaction, you are ready to prepare and submit your annual report. Click the "GENERATE/SUBMIT" button to begin the process.

Notification to Discontinue

If you intend to discontinue reporting under Part 98 after the current reporting year for the reasons of "cessation of operations" or "exiting the program", you are required to notify EPA by March 30. Please note that there are very specific criteria for cessation and exiting so please read the 'small print' before checking the appropriate box or boxes.

Cessation of Operations

This reasoning indicates that all applicable GHG-emitting processes and operations ceased to operate in the current reporting year (98.2(i)(3)), and that you discontinued complying with Part 98 monitoring in the current reporting year when operations ceased. This reasoning also indicates that you intend to discontinue complying with Part 98 after the current reporting year. This notification does not impact your reporting obligations for the current reporting year, and you must resume compliance with Part 98 for any calendar year that your operations resume and become applicable again.

Exiting the Program

This reasoning indicates that you reported under 15,000 mtC02 equivalent per year for three consecutive years(98.2(i)(2)), and that you discontinued complying with Part 98 monitoring requirements on January 1, 2013. Furthermore, this indicates that you intend to discontinue complying with Part 98 reporting requirements after the current reporting year. This notification does not impact your reporting obligations for the current reporting year, and you must resume compliance with Part 98 if emissions in any future calendar year increase to 25,000 mtC02 or more.

Please not that this selection of "exiting the program" option is not applicable to facilities who reported for the first time in RY2011 because they have not yet submitted 3 years of data.

If you have ceased operations in the past (prior to January 1 2012) and want to indicate that your reason for not submitting is cessation in a prior year you must contact the GHGRP Help Desk for assistance.

Not Submitting an Annual Report for the Current Reporting Year

If your facility is not subject to reporting because it has not been subject to Part 98 in any year starting in 2010 you may use the "Not Subject" radio button near the bottom of the screen on the Facility Overview page and click SAVE. If you click this button you will not be able to submit a annual report for the subject facility - reporting year.

If you do not meet "Not Subject' criteria on the Facility Overview page but still want to indicate that you are not reporting for another reason please contact the GHGRP Help Desk for assistance.

If clicked the "Not Subject" button inadvertently or later you find that you are required to submit, click the "clear all" link and then SAVE to clear your radio button selections.

Note: If you are not subject to the rule (e.g., below the reporting threshold), you are not required to report to EPA. Therefore, you are not required to select a radio button under "Not Submitting an Annual Report for 2012" section. This is true even for facilities that registered as a precaution or that submitted a reporting in a previous year. You may optionally select the radio button to let EPA know that although the facility registered in the system, the facility has determined that they are not actually subject to the rule. If you select the radio button, please be sure to click “save”. If you select a radio button, you are NOT REQUIRED to generate, sign, certify or submit an annual report. Please note that any data saved within e-GGRT may be subject to public disclosure consistent with the final rule on confidentiality determinations for data elements to be reported under the GHG Reporting Rule.
