Subpart L Inputs Form Production and Transformation Tab
Subpart L facilities are required to provide information about emissions from the fluorinated gas production and transformation processes operated at the facility (including emissions from both process vents and leaks). Whether the information reported to EPA is by individual compound or by fluorinated GHG group depends in part on how many products are made by the facility and on whether the emissions consist of “major constituents” of the product. 

In the inputs spreadsheet, go to the "Production Transformation" tab. There are three tables on this tab: Part 1, Part 2, and Part 3.

  • Part 1 and Part 2 - Required for all facilities reporting Subpart L
  • Part 3 - Complete this table only if (1) your facility produces only one fluorinated gas product, (2) emissions consist of a major fluorinated GHG constituent of a fluorinated gas product, and (3) the product is sold or transferred to another person.

This table must be filled out for each combination of process, operating scenario, process vent, and emitted F-GHG.

Select an f-GHG from the dropdown list. The "f-GHG List for Subpart L" tab of the spreadsheet contains a detailed list of the gases associated with fluorinated gas production for your reference.

If not listed, select "Other f-GHG chemical not listed" and enter the information in the appropriate columns (K through N).

 CASRNThis field will autofill with the Chemical Abstracts Service Registry Number based on the F-GHG selection.

Other f-GHG (columns K through N):

Provide the following information if "Other f-GHG” was selected in the “F-GHG” field:

K. Enter the name of the Fluorinated GHG emitted (e.g., Nitrogen trifluoride)

L. Enter the Chemical Abstracts Service Registry Number (CASRN) (e.g., 7783-54-2)

M. Enter the gas chemical formula (e.g., NF3)

N. Select the Fluorinated GHG (F-GHG) Group of which this "Other" F-GHG is a member from the dropdown list of f-GHG groups.


Equation L-21

If you selected “EF Method (L21 or L22)” under column F, “Yes” under column G, and “No” under column H, then you should use Equation L-21 to estimate emissions for your process. Enter information in columns R through V, shown and described below.

The following values are calculated in the spreadsheet (columns AJ through AM):

  • L-35 Numerator term for this row (Actual Emissions)
  • L-35 Denominator term for this row (Hypothetical Emissions in Absence of Destruction Device)
  • Effective DE
  • The range (Table L-2) that encompasses the effective destruction efficiency, DEeffective, calculated for this process using Equation L-35.  This value is autofilled, with a range from Table L-2 to subpart L.

Part 2 -  Process Vent and Equipment Leak Totals by F-GHG and Process

Columns C, D, E, and F will be autofilled based on information entered in the Part 1 table.

  • In column G, enter in kilograms the mass of fluorinated GHG f emitted from equipment leaks for pieces of equipment for process i, annually, EELfi
  • Column H will autofill based on information from columns E, F, and G.

Part 3 – Identification of Emitted F-GHGs as Major Constituents in Products Sold or Transferred

Complete this table only if all three of the following are true: (1) your facility produces only one fluorinated gas product, (2) emissions consist of a major fluorinated GHG constituent of a fluorinated gas product, and (3) the product is sold or transferred to another person.

A “major F GHG constituent” means a fluorinated GHG constituent of a fluorinated gas product that occurs in concentrations greater than 1 percent by mass.
