Subpart D Data Pre-populated from Clean Air Markets Division Business System (CBS)

Starting with RY2017, EPA has attempted to pre-populate certain Subpart D data elements in e-GGRT using data submitted under the 40 CFR Part 75 Clean Air Markets Division (CAMD) business system.

Subpart D facilities which also submit data under Part 75 will find certain data elements pre-populated in e-GGRT.  If your Part 98 Subpart D reporting for RY16 included a unit (i.e., unit, common stack, common pipe, or multiple stack numbers) named identically to a unit reported under Part 75, data for that unit will be pre-populated. §98.36(d)(i) requires that unit or stack identification numbers are the exact same unit, common stack, common pipe, or multiple stack numbers that represent monitoring locations that are reported under §75.64.  EPA will only pre-populate those data elements into e-GGRT that are available from the Part 75 reporting.  Sections of e-GGRT web-forms that may include data pre-populated from the CAMD Business System (CBS) will include the flag, .

The specific data elements that EPA will attempt to pre-populated include:

  • Annual CO2 emissions including biomass (report emissions exactly as reported under Part 75) (Short Tons)

  • Total number of source operating hours in the reporting year that CO2 concentration was missing
  • Total number of source operating hours in the reporting year that stack gas flow rate was missing
  • Total number of source operating hours in the reporting year that moisture content was missing

LME Unit/Stack/Pipe Emission Information

  • Annual CO2 emissions including biomass (report emissions exactly as reported under Part 75) (Short Tons)
  • Annual CO2 emissions including biomass (Metric Tons)

Equation G-1 Unit/Stack/Pipe Emissions Information

Validation Messages based on Pre-populated CBS data

Pre-populated data may be changed or corrected by the user as needed.  Where the data entered into e-GGRT data does not match what EPA expected based on your CBS reporting you will receive a validation message. These validation messages are just informational based on CBS data as of early February 2018 and do not consider changes made to CBS data since then.  Additionally these validation messages are not critical errors (i.e., do not prevent submission) and may be ignored if you believe the data you have entered is correct.

Unique Part 98 Reporting Requirements

Reporters will still be required to enter other data into e-GGRT including:

  • Fuel-level information, including annual mass emissions of N2O and CH4
  • Biogenic CO2 emissions at each monitoring location
  • Emissions from non-Part 75 units according to §98.42
  • All other reporting requirements as described in §98.46
Report Certification

Reporters are responsible for reviewing the prepopulated data and confirming that it is accurate and in compliance with the requirements of Part 98 prior to certifying and submitting the greenhouse gas emissions report.

You can change elements pre-populated from Part 75, however, overwriting may result in inconsistencies between data systems which may require follow up from EPA after reports are submitted.

Note: 40 CFR Part 98 Electricity Generation applies to electricity generating units that are subject to the requirements of the Acid Rain Program and any other electricity generating units that are required to monitor and report to EPA CO2 mass emissions year-round according to 40 CFR part 75
