Q441. When registering my subpart W facility in e-GGRT, how should I enter the facility address?
A441. The petroleum and natural gas systems source category (subpart W) of the Greenhouse Gas Reporting Rule (GGRP) covers 8 industry segments. Three of these eight industry segments have a unique definition of facility that is specifically defined in subpart W, namely the onshore petroleum and natural gas production industry segment, the natural gas distribution industry segment, and the offshore petroleum and natural gas production industry segment. Please follow the following guidance for registering and entering the facility address in e-GGRT:
Because of the large geographic size of the basins, identifying latitude/longitude coordinates for onshore oil and gas producers might not always be practical. Therefore, onshore oil and gas producers may use the address of the U.S. corporate headquarters, including its street address, city, state, and zip code. To ensure that multiple facilities that share the same corporate address can be uniquely identified, we ask that you specify in your facility name, the code and name of the basin as identified by the American Association of Petroleum Geologists (e.g., MLH Production Inc. 470 Fort Worth Syncline).
For natural gas distribution, local distribution companies (LDCs) should use the address of the U.S. corporate headquarters, including the street address, city, state, and zip code. To ensure that multiple facilities that share the same corporate address can be uniquely identified, we ask that you specify in your facility name, the state in which the LDC operates. This procedure is consistent with how LDC’s subject to 40 CFR Subpart NN are registered.
EPA also recognizes that offshore petroleum and natural production facilities may not have a traditional facility address. For instructions regarding the appropriate address to enter for these facilities please refer to FAQ 283.
Facilities subject to Subpart W in the following industry segments (onshore natural gas processing, onshore natural gas transmission compression, underground natural gas storage, liquefied natural gas (LNG) storage, and LNG import and export equipment) should use the physical street address of the facility where the emissions occur (not the parent company). If the facility does not have a physical street address assigned to them or their mailing address is not co-located with their facility operations then the latitude and longitude coordinates representing the location of the facilities operations should be used in lieu of a traditional address.
