e-GGRT ISSUE

...

E

...

The calculation spreadsheet for subpart E contains a locked cell that shouldn't be. Cell C24 refers to the following questions, "Are N2O emissions estimated using an administrator-approved alternate method or one or more adipic acid production units?". Because the cell is write-protected, users are unable to select an answer (yes or no) from the dropdown. In addition, there is logic built in to that cell so that when an answer is entered, the cells located directly beneath it are revealed.

E

...

There is a typo in the label for data element "NumberOfTypesofAbatementTechnology". The word "Technology" should be pluralized.

...

Report using the label currently defined in the schema until it is changed.

...

E

...

The label for data element "AlternativeMethodNitrousOxideDeterminationDetails" is unnecessarily long. The term "NitrousOxide" should be replaced by "N2O".

...

Report using the label currently defined in the schema until it is changed.

...

G

...

The XML schema is inconsistent with e-GGRT regarding ("FeedstockType"). In e-GGRT, a reporter is restricted from selecting more than one type of feedstock (gaseous, liquid or solid) per non-CEMS unit. The XML schema does not have this restriction for non-CEMS units. For the same non-CEMS unit, a reporter can indicate that all three types of feedstocks were used for a given month, and then only one or two for a different month. This issue exists because the data element is placed at wrong location within the schema hierarchy. It has to be relocated to the same level as the non-CEMS Unit Identification.

...

Do not report more than one type of feedstock per non-CEMS unit. This means that the the same value (gaseous, liquid or solid) must be used for every month reported.

...

O

...

The label for data element "AnnualMassHFC23EmittedfromDesctruction" contains a typo. The word "Destruction" is misspelled.

...

Report using the label currently defined in the schema until it is changed.

...

P

...

The label for data element "QuantityOfNonCarbonCO2CollectedTransferred" does not adequately describe the data it represents. It should be relabeled to "QuantityOfNonCO2CarbonCollectedTransferred" to avoid ambiguity and to be consistent with e-GGRT.

...

Report using the label currently defined in the schema until it is changed.

...

Q

...

The label for data element "CemsIronSteelDetails" contains a typo. The term "Cems" should be spelled in all CAPS because it is an acronym.

...

Report using the label currently defined in the schema until it is changed.

...

Q

...

The number of times that the performance test was repeated is not captured in e-GGRT. The corresponding data element should be removed from the schema.

...

Do not report a value for the number of times performance test were repeated.

...

Q

...

Data element "MoltenSteelCarbonContentBasis" appears to be redundant of "BasisforCarbonContent".

...

Do not report a value for this data element.

...

Q

...

The label for data element data element "CarbonBalanceInputOutDetails" does not adequately reflect the data it represents. It should be relabeled to "CarbonMassBalanceMethod". At the very least, the typo in name should be correct. The term "Out" should be replaced with "Output".

...

Report using the label currently defined in the schema until it is changed.

...

Q

...

The label for data element "MeasurementPeriod" does not adequately describe the data reported. It should be relabeled to "MeasurementFrequency" to avoid ambiguity and to be consistent with e-GGRT.

...

Report using the label currently defined in the schema until it is changed.

...

Q

...

Because of the schema's design, facilities reporting emissions for CEMS units have to report the same unit identification data in two separate places within their XML file. This redundancy introduces the risk of mismatching unit data.

...

Until this information is consolidated within the schema, please verify the unit information reported under CEMSDetails matches a unit reported under the non-CEMS UnitDetails section of the schema.

...

R

...

The label for data element "MaterialType" does not adequately reflect the data it represents. It should be relabeled to "FeedstockType" for more consistency with the e-GGRT (spreadsheet).

...

Report using the label currently defined in the schema until it is changed.

...

R

...

The label for data element "OtherMaterialType" does not adequately reflect the data it represents. It should be relabeled to "OtherFeedstockType" for more consistency with the e-GGRT (spreadsheet).

...

Report using the label currently defined in the schema until it is changed.

...

V

...

Data element "NumberRepeatPerformanceTest" should be reported only once per facility because it represents the total number of performance tests conducted at the site. In contrast, a separate "TestMethod" record should be reported for each performance test conducted. The two of these data elements should be not placed at the same level within the schema hierarchy.

...

If reporting multiple performance tests, report the number of repeated performance test in the first instance and only specify the test method used for the remaining instances.

...

X

...

MRR 98.256 (q) specifies that one or more methods for determining the annual average CO2 concentration can be reported, but only one is allowed using the schema via the data element, "AnnualAverageCarbonDioxideConcentrationMethod".

...

If you used multiple methods, report "Other (specify)" for the data element, and then for the data element "OtherAnnualAverageCarbon
DioxideConcentrationMethod", report each method used separated by a comma.

...

X

...

MRR 98.256 (q) specifies that one or more methods for determining the annual average higher heating value can be reported, but only one is allowed using the schema via data element, "AnnualAverageHigherHeatingValueMethod".

...

If you used multiple methods, then for data element, "AnnualAverageHigherHeating
ValueMethod" report "Other (specify)", and for the data element "OtherAnnualAverageHigher
HeatingValueMethod", report each method used separated by a comma.

...

X

...

Slip Stream information that is manually entered into e-GGRT does not appear within the e-GGRT generated XML file.

...

e-GGRT ISSUE

...

X

...

Data element "CombustionUnitIDDetails" is not captured in e-GGRT. This information was replaced by the CML configuration ID/name, presumably to promote consistency among the various subparts. As such, it should be removed.

...

Do not report a value for this data element.

...

X

...

The "ProductFeedStockDetails" data element contains somewhat redundant child elements: "Name" and "Type". There are enumerated values for data element "Type" but none for "Name". In contrast, e-GGRT only references the Name field and it has all of the same enumerated values defined in the schema for "Type". However, when e-GGRT generates XML, it populates only the "Name" data element with the selected enumerated value. This is a data integrity issue and e-GGRT should be changed to reflect the schema in this particular case.

...

Report the Type as this correctly describes the data captured.

...

X

...

Report the data element in the order they currently appear within the schema until this is changed.

...

Y

...

Report the unit of measure as "in kg-mole C/kg-mole gas". MRR 98.256(h)(5).

...

Y

...

All references to data element "UnControlled" should be spelled as "Uncontrolled".

...

Report the data element as it is defined in the schema, including the typo.

...

Y

...

All references to data element "BlowDown" should be spelled as "Blowdown".

...

Report the data element as it is defined in the schema, including the typo.

...

Y

...

All references to data element "LeakEmission" should be spelled as "LeakEmissions".

...

Report the data element as it is defined in the schema, including the typo.

...

Y

...

All references to data element "UnStabilized" should be spelled as "Unstabilized".

...

Report the data element as it is defined in the schema, including the typo.

...

Y

...

The label for data element "SulfurRecoveryPlant
Description" does not adequately describe the data reported. It should be relabeled to "SulfurRecoveryPlantType" to avoid ambiguity and to be consistent with e-GGRT.

...

Report using the label currently defined in the schema until it is changed.

...

Y

...

The label for data element "OtherAnnualVolumeFlowMethod" is missing the word "Cumulative". It should be labeled "OtherCumulativeAnnualVolumeFlowMethod".

...

Report using the label currently defined in the schema until it is changed.

...

Y

...

The following two data elements are redundant: "isRecycledTailGasIncludedIndicator" and "TailGasRecycledFlowRateCarbonContent
Included".

...

Report the same value for both until one of these data elements is removed.

...

Y

...

The label for data element "MeasurementPeriod" does not adequately describe the data reported. It should be relabeled to "MeasurementFrequency" to avoid ambiguity and to be consistent with e-GGRT.

...

Report using the label currently defined in the schema until it is changed.

...

Y

...

The labels for data element "PercentO2Inlet" do not match what is displayed in e-GGRT. As such, it is difficult to determine which e-GGRT field maps to this data element. Also it is difficult to determine which data element correspond to the field

...

No workaround

...

Y

...

Because of the schema's design, facilities reporting emissions for CEMS units have to report the same unit identification data in two separate places within their XML file. This redundancy introduces the risk of mismatching unit data.

...

Until this information is consolidated within the schema, please verify the unit information reported under CEMSDetails matches a unit reported under the non-CEMS UnitDetails section of the schema.

...

Y

...

The values displayed in e-GGRT for data elements "CH4EmissionsCalculationMethod" and "N2OEmissionsCalculationMethod" do not exactly match what is defined within the schema. The values displayed in e-GGRT are abbreviated and easier to read but may confuse direct XML reporters. For example, value "Equation Y-9" translates into "Equation Y-9 with a default emission factor" in the schema. Such inconsistencies may cause some users to wonder if these two values are the same?

...

Report the value exactly as defined within the schema and not how it is displayed in e-GGRT.

...

Y

...

E-GGRT generates XML containing values entered for "ApproachUsedforCorrection" as "OtherApproachUsedforCorrection".

NN

...

The data element "ProductCategoryName" appears under two separate sections (NGLSupplied and NGLReceived) for the same NGLFuelDetails record. Because of this design, there is the potential for reporting mismatched products. If that were to occur, it would cause a data integrity issue because the system would not know which product was actually being reported.

...

Ensure that the value reported under NGLSupplied is the same as the one reported under NGLReceived (for the same instance of the parent element, "NGLFuelDetails").

...

An enumeration list was added for data element "MeasuringEquipmentType". This is good; however, the list includes a value "Other", as opposed to "Other (specify), but more importantly, there is no corresponding data element for reporting the other equipment type. In e-GGRT, if the reporter selects "Other", a text box displays so the other type can be entered, but there is no place in the schema for the entered value to be captured.

| Q | The label for data element data element "CarbonBalanceInputOutDetails" does not adequately reflect the data it represents. It should be relabeled to "CarbonMassBalanceMethod". At the very least, the typo in name should be correct. The term "Out" should be replaced with "Output". | Report using the label currently defined in the schema until it is changed. |
| Q | The label for data element "MeasurementPeriod" does not adequately describe the data reported. It should be relabeled to "MeasurementFrequency" to avoid ambiguity and to be consistent with e-GGRT. | Report using the label currently defined in the schema until it is changed. |
| Q | Because of the schema's design, facilities reporting emissions for CEMS units have to report the same unit identification data in two separate places within their XML file. This redundancy introduces the risk of mismatching unit data. | Until this information is consolidated within the schema, please verify the unit information reported under CEMSDetails matches a unit reported under the non-CEMS UnitDetails section of the schema. |
| R | The label for data element "MaterialType" does not adequately reflect the data it represents. It should be relabeled to "FeedstockType" for more consistency with the e-GGRT (spreadsheet). | Report using the label currently defined in the schema until it is changed. |
| R | The label for data element "OtherMaterialType" does not adequately reflect the data it represents. It should be relabeled to "OtherFeedstockType" for more consistency with the e-GGRT (spreadsheet). | Report using the label currently defined in the schema until it is changed. |
| V | Data element "NumberRepeatPerformanceTest" should be reported only once per facility because it represents the total number of performance tests conducted at the site. In contrast, a separate "TestMethod" record should be reported for each performance test conducted. The two of these data elements should be not placed at the same level within the schema hierarchy. | If reporting multiple performance tests, report the number of repeated performance test in the first instance and only specify the test method used for the remaining instances. |
| X | MRR 98.256 (q) specifies that one or more methods for determining the annual average CO2 concentration can be reported, but only one is allowed using the schema via the data element, "AnnualAverageCarbonDioxideConcentrationMethod". | If you used multiple methods, report "Other (specify)" for the data element, and then for the data element "OtherAnnualAverageCarbon \\
DioxideConcentrationMethod", report each method used separated by a comma. |
| X | MRR 98.256 (q) specifies that one or more methods for determining the annual average higher heating value can be reported, but only one is allowed using the schema via data element, "AnnualAverageHigherHeatingValueMethod". | If you used multiple methods, then for data element, "AnnualAverageHigherHeating \\
ValueMethod" report "Other (specify)", and for the data element "OtherAnnualAverageHigher \\
HeatingValueMethod", report each method used separated by a comma. |
| X | Slip Stream information that is manually entered into e-GGRT does not appear within the e-GGRT generated XML file. | e-GGRT ISSUE |
| X | Data element "CombustionUnitIDDetails" is not captured in e-GGRT. This information was replaced by the CML configuration ID/name, presumably to promote consistency among the various subparts. As such, it should be removed. | Do not report a value for this data element. |
| X | The "ProductFeedStockDetails" data element contains somewhat redundant child elements: "Name" and "Type". | Report the Type as this correctly describes the data captured. |
| X | Some of the child data elements of "OtherProductFeedStockDetails" are not grouped in a meaningful way and as a result, and may confuse reporters. The MRR states the following, "...if the method used to determine the carbon content or composition is "Industry standard practice for carbon black", then specify the practice." \\
\\
In the schema, the data element for "IndustryPracticeDescription" is positioned above the data element "CarbonContentMethod". For more consistency with the flow of the rule, move data element "IndustryPracticeDescription" immediately below "OtherCarbonContentMethod" | Report the data element in the order they currently appear within the schema until this is changed. |
| Y | The attribute ("fractionUOM" ) for data element "AnnualAverageMoleFractionofCarbon" is defined as required instead of optional. The issue is that the measured value is conditionally deferred, so it's possible that a reporter is only reporting NumberofTimesSubstituted, \\

| Y | All references to data element "UnControlled" should be spelled as "Uncontrolled". | Report the data element as it is defined in the schema, including the typo. |
| Y | All references to data element "BlowDown" should be spelled as "Blowdown". | Report the data element as it is defined in the schema, including the typo. |
| Y | All references to data element "LeakEmission" should be spelled as "LeakEmissions". | Report the data element as it is defined in the schema, including the typo. |
| Y | All references to data element "UnStabilized" should be spelled as "Unstabilized". | Report the data element as it is defined in the schema, including the typo. |
| Y | The label for data element "SulfurRecoveryPlant \\
Description" does not adequately describe the data reported. It should be relabeled to "SulfurRecoveryPlantType" to avoid ambiguity and to be consistent with e-GGRT. | Report using the label currently defined in the schema until it is changed. |
| Y | The label for data element "OtherAnnualVolumeFlowMethod" is missing the word "Cumulative". It should be labeled "OtherCumulativeAnnualVolumeFlowMethod". | Report using the label currently defined in the schema until it is changed. |
| Y | The following two data elements are redundant: "isRecycledTailGasIncludedIndicator" and "TailGasRecycledFlowRateCarbonContent \\
Included". | Report the same value for both until one of these data elements is removed. |
| Y | The label for data element "MeasurementPeriod" does not adequately describe the data reported. It should be relabeled to "MeasurementFrequency" to avoid ambiguity and to be consistent with e-GGRT. | Report using the label currently defined in the schema until it is changed. |
| Y | The labels for data element "PercentO2Inlet" do not match what is displayed in e-GGRT. As such, it is difficult to determine which e-GGRT field maps to this data element. Also it is difficult to determine which data element correspond to the field | No workaround |
| Y | Because of the schema's design, facilities reporting emissions for CEMS units have to report the same unit identification data in two separate places within their XML file. This redundancy introduces the risk of mismatching unit data. | Until this information is consolidated within the schema, please verify the unit information reported under CEMSDetails matches a unit reported under the non-CEMS UnitDetails section of the schema. |
| Y | The values displayed in e-GGRT for data elements "CH4EmissionsCalculationMethod" and "N2OEmissionsCalculationMethod" do not exactly match what is defined within the schema. | Report the value exactly as defined within the schema and not how it is displayed in e-GGRT. |
| Y | E-GGRT generates XML containing values entered for "ApproachUsedforCorrection" as "OtherApproachUsedforCorrection". | e-GGRT ISSUE |
| BB | Row 31 in the calculation spreadsheet (sampling analysis results for Carbon content of consumed petroleum coke) is located in the wrong section of the spreadsheet. It should be located within the section titled, "...the facility does not use CEMS and bases the carbon content of petroleum coke on reports from the supplier. | internal |
| CC | The label for data element "TotalNumberofProcessLines" does not adequately reflect the data it represents. It should be relabeled to "TotalNumberofManufacturingLines" for consistency with the spreadsheet and the rule. | Report using the label currently defined in the schema until it is changed. |
| CC | Based on the MRR, the use of data element "IsSubstitutedIndicator" is incorrect. It should be replaced by "NumberofTimesSubstituted". The MRR specifies that the reporter must indicate the number of months that missing data procedures were followed to determine the monthly mass of Trona. | Internal |
| CC | Based on the rule, the use of this data element is incorrect. It should be replaced by "NumberofTimesSubstituted". It should indicate the number of weeks that missing data procedures were followed to determine the inorganic carbon content of Trona. | Internal |
| CC | Based on the rule, the use of this data element is incorrect. It should be replaced by "NumberofTimesSubstituted". It should indicate the number of months that missing data procedures were followed to determine the monthly mass of Soda Ash. | Internal |

| CC | The label for data element "AverageProcessVentFlow" does not adequately reflect the data it represents. The term "Rate" should be added to the end so that it reads as ""AverageProcessVentFlowRate". | Report using the label currently defined in the schema until it is changed. |
| CC | The label for data element "ProcessVentFlow" does not adequately reflect the data it represents. The term "Rate" should be added to the end so that it reads as "ProcessVentFlowRate". | Report using the label currently defined in the schema until it is changed. |
| EE | The enumerated values for the attributes for data elements "FractionCarbonContainingWaste" and "AnnualCarbonContainingWasteProduced" are transposed. The units of measure attributes should be swapped. For example, attribute "massUOM" has the following enumerated values: kgC/gallon, kgC/kg and decimal fraction, and kg carbon/kg flare gas. In contrast, attribute "carboncontentUOM" has the following enumerated values: Metric Tons, Short Tons, Kilograms, Pounds, tons and mtons. \\
\\
\\ | The measured value for the first data element must be reported in terms of a decimal fraction; kg carbon/kg flare gas. Because the corresponding unit of measure attribute (massUOM) is optional, do not report a value for it. \\
\\
The measured value for the second data element must be reported in short tons. However, because the corresponding unit of measure attribute (carboncontentUOM) is required, you must report a value. Until fixed, report " decimal fraction; kg carbon/kg flare gas". |
| EE | The spreadsheet does not capture (but should) monthly details of TiO2 produced, the carbon content of pet coke, consumption of pet coke, etc. | |
| GG | Data element "NumberofElectroThermicFurnaces" is mislabeled. The term "ElectroThermic" should be spelled "Electrothermic". | Report using the label currently defined in the schema until it is changed. |
| GG | The schema captures both the name and type of each carbon-containing input material charged to each kiln or furnace. There is no corresponding field to capture the name of the input material in the spreadsheet, only the type (Zinc-bearing material, Flux material, Carbonaceous materials, and Carbon electrode). \\
\\
Data element "MaterialName" should be removed from the schema because there is no specific reference in the rule to report that information (only the type). | When reporting details regarding the input materials charged to the kiln or furnace, do not report the material's name, only the its type. |
| GG | This information is not captured in the Subpart EE spreadsheet nor referenced in the rule. | Do not report a value for the "MaterialName". |
| GG | There is a missing data element for reporting the test method used for carbon content analysis. The new data element should be placed under the "ZincMaterialsDetails" data component and assigned the following enumerated values: Supplier Records, ASTM E1941-04, ASTM D5373-08, ASTM C25-05. | |
| HH | In order to be more consistent with the flow of the MRR, these data elements should be reordered as follows: \\
\\
1) LeachRateRecirculationIndicator \\
2) LeachRateRecirculationFrequency. | Report the data element in the order they currently appear within the schema until this is changed. |
| NN | The data element "ProductCategoryName" appears under two separate sections (NGLSupplied and NGLReceived) for the same NGLFuelDetails record. Because of this design, there is the potential for reporting mismatched products. If that were to occur, it would cause a data integrity issue because the system would not know which product was actually being reported. | Ensure that the value reported under NGLSupplied is the same as the one reported under NGLReceived (for the same instance of the parent element, "NGLFuelDetails"). |
| NN | Brian Cook, EPA, suggests relabeling data element "AnnualVolumeGasReceived" to "AnnualVolumeGasReceivedatCityGate". | Report using the label currently defined in the schema until it is changed. |
| NN | Brian Cook, EPA, suggests relabeling data element "AnnualVolumeLNGforDelivery" to AnnualVolumeLNGProduced". | Report using the label currently defined in the schema until it is changed. |
| NN | Brian Cook, EPA, suggests relabeling data element "AnnualVolumeGasDeliveredtoPipeline" to "AnnualVolumeGasDeliveredtoPipelinesand \\
LDCs". | Report using the label currently defined in the schema until it is changed. |
| PP | An enumeration list was added for data element "MeasuringEquipmentType". | Add a description of the "other" equipment type in the "StandardForCalibration" data element until a new one is added. |
