The regulation stipulates that calculation methodologies for onshore production storage tanks depends on whether the separator has a throughput greater than or equal to 10 barrels per day. Our clients expect that this would be based on actual annual average since this is an annual report of actual emissions. Please confirm.

A479. The 10 barrels per day of oil throughput referenced in 98.233(j) is based on annual average daily throughput.
