Webinars

EPA will hold a webinar about updates to reporting GHG data for Reporting Year 2014 and how to use the new Inputs Verifier Tool.  This webinar will be divided into two parts.  The first part of the webinar will cover important updates and new features in e-GGRT for RY2014 including back-year reporting, reporting forms, information for XML reporters and more.  The second half of the webinar will focus on how to use the new Inputs Verifier Tool (IVT) which is required for many current reporters in certain subparts.

What’s New for 2014 Reporting

EPA encourages reporters to allow sufficient time to become familiar with new and expanded features in e-GGRT and to understand reporting requirements for Reporting Year 2014. To this end, we encourage reporters to utilize available training materials and help content.

        Inputs Verification Tracking (IVT)

EPA has developed the Inputs Verifier Tool to check emission calculations without the reporter submitting the inputs to equations to EPA.  This tool is available for certain subparts with inputs to equations data elements for which disclosure concerns were identified.   Some reporters under subpart C have the option to use IVT or report their inputs to equations.

       Deferred Reporting

In August 2011, EPA deferred the reporting deadline for a number of inputs until March 31, 2015. During the 2014 Reporting Year period, EPA will collect those inputs to emission equations data for which disclosure concerns were not identified for Reporting Years 2010, 2011, 2012, and 2013.  For a list of subparts that are affected by deferred reporting, click here.

Critical Error Checks

EPA has added additional validation checks to the e-GGRT system that, if triggered, must be resolved before a report can be submitted.  EPA encourages reporters to allow sufficient time to review validation messages and correct any errors before submitting reports.

Updated Reporting Forms and Instructions

EPA has made several changes to the e-GGRT application and reporting forms for Reporting Year 2014.  Be sure that you have download the most recent version of the reporting form(s) before you begin preparing your report.

 More Web Forms

Reporters under subparts E, I, O, BB, and CC now use e-GGRT web forms instead of the excel-based reporting forms to prepare their annual reports. 

New GWPs

EPA has added chemical-specific and default global warming potentials (GWPs) for a number of fluorinated greenhouse gases (F-GHGs) and fluorinated heat transfer fluids to the general provisions of the Greenhouse Gas Reporting Rule.  The e-GGRT system reflects these changes.

The Agency's National Computing Center (NCC) has a planned, early-morning outage impacting EPA's Central Data Exchange (CDX) servers on Tuesday, February 17th. 

This outage may prevent e-GGRT users from logging in between 5:00am and 7:00am EST.

EPA has posted the final Reporting Year (RY) 2014 XML schemas to support the reporting of greenhouse gases pursuant to Part 98.   These materials can be downloaded at XML Reporting Instructions.  The Agency finalized its e-GGRT XML Reporting Schema Version 5.2 for RY2014 and its Inputs Verifier Tool (IVT) Inputs Schema Version 1.2 for RY2014 in its release.  The Agency has previously announced that it will begin its annual maintenance shutdown to prepare e-GGRT for the RY2014 reporting season on February 6, 2015.  After February 6, 2015 the schema Version v5.2 must be used for all RY2014, RY2013, RY2012, RY2011, or RY2010 reporting.

The electronic Greenhouse Gas Reporting Tool (e-GGRT) will be down to prepare the system for RY2014 reporting beginning the evening of Friday, February 6th, 2015.

Before the maintenance period begins and in preparation for the upcoming RY14 e-GGRT reporting period, EPA encourages you to take care of any pending Certificate of Representation and Notice of Delegation related actions.  These might include new representative or agent appointments, and changes in designated or alternate designated representatives.  For more detail on these processes please review our help content on the topics using the links below.  Please note that facility representatives or agents that are new to e-GGRT will need to complete user registration, including a paper Electronic Signature Agreement (ESA).  Please allow several days for EPA to process and approve ESAs.

The electronic Greenhouse Gas Reporting Tool (e-GGRT) will be down for maintenance for a week and a half beginning the evening of Friday, February 6th, 2015.

In the event you are subject to a resubmission deadline per 40 CFR § 98.3(h)(2) that falls within this period, EPA strongly encourages you to resubmit your annual report or demonstrate via the EPA Correspondence Folder that the report does not contain a substantive error prior to February 6th. If you are unable to resubmit or respond before February 6th, please request an extension of this deadline as described below.

EPA has posted the final RY14 XML schema for Subpart W and the draft XML schema for Subpart C.   These materials can be downloaded at RY14 XML Schema and Reporting Instructions. EPA expects to finalize the complete XML reporting schema for RY14 in late January.

EPA has also posted two new forms for Subpart W (Petroleum and Natural Gas Systems):  the Subpart W Supersize Reporting Form for RY14 and the Subpart W Supersize Deferred Data Reporting Form for RY11-13.  The "supersize" reporting forms are functionally identical to the standard reporting forms, except that the supersize forms can support up to 1,100 sub-basin or 5,000 individual units. If a facility needs this functionality, then both of these forms should be submitted as part of a facility's RY14 submission. The forms can be downloaded at Reporting Form Instructions.

In August 2011, EPA deferred the reporting deadline for a number of Subpart W equation inputs until March 31, 2015.  In October 2014 [FR 63750] , EPA finalized the approach to collecting these deferred inputs and made several minor modifications to the reporting requirements for Subpart W.  As a result, reporters must submit both an expanded set of Subpart W data for Reporting Year 2014 and deferred data elements for Reporting Years 2011, 2012, and 2013 by March 31, 2015.

To accommodate the reporting of Subpart W inputs, EPA has developed:  1) a RY2014 reporting form for Subpart W which includes deferred data elements in 16 source areas and 2) a separate reporting form to collect deferred data for RY2011, RY2012, and RY2013.

EPA has posted an updated version of the optional calculation spreadsheet for Hydrogen Production, equation P-1.  Note that this spreadsheet is not used for data reporting, and not required.  It is provided to assist reporters in performing the calculation under equation P-1.  The updated version can be downloaded at Optional Calculation Spreadsheet Instructions.

What’s New for 2013 Reporting
Updated GWPs

EPA has updated many of the global warming potentials (GWPs) that are used in calculations.  For instance, the GWP of methane has changed from 21 to 25 for reporting year 2013. The e-GGRT system will automatically make these conversions for reporters using the e-GGRT web forms or excel-based reporting forms.  However, XML reporters are responsible for ensuring that they use the updated GWP values when they prepare their 2013 XML reports.

EPA is making new forms and calculation tools for GHG Reporting available to the public so that facilities and suppliers can begin preparing reporting year 2013 (RY2013) reports, due on March 31st, 2014. Reporting forms are MS Excel-based forms which capture specific data required under CFR 40 Part 98 and which users upload as part of their reporting.   Calculation spreadsheets are optional tools that users may use to prepare reported data but are designed to be kept as part of facility record keeping and not submitted. Reporting forms and optional calculation spreadsheets are not used for every source category reporting under the program.
