Q117. Does EPA's definition of treatment equipment include moisture knockout and blower systems? Is it acceptable to EPA for the flow meter to be placed after the moisture knockout and blower or is it required to be placed before these items?
A117. The term treatment equipment under the rule refers to destruction devices, which are defined as a flare, thermal oxidizer, boiler, turbine, internal combustion engine, or any other combustion unit used to destroy or oxidize methane contained in landfill gas (reference 98.348). Knock out pots, blowers, compressors, condensate traps, etc. are not destruction devices and therefore are not considered treatment equipment under the rule. All measurements must occur at the same relative location, i.e, all measurements should be made either after the knock-out pot, blower, etc., or all before the knock-out pot, blower, etc. Preferably, all measurements should be made after the knock-out pot, blower, etc.
