A98.  Yes, a portable infrared monitor may be used to comply with the requirements of the final rule. If the infrared monitor measures total hydrocarbons, a correction factor must be established. Some infrared monitors operate in such a manner as to detect only methane; these methane-specific analyzer systems do not need to establish or use a correction factor.
