Q196. Is it possible for an Agent to prepare annual greenhouse gas (GHG) reports as well as submit reports?

A196. Yes. All Agents can perform electronic submissions of annual GHG reports. Before an Agent can submit an electronic submission, the Administrator must receive an electronic notice of delegation from the Designated Representative or the Alternate Designated Representative specific for that Agent. The electronic notice of delegation must include the certification statement in 40 CFR 98.4(m)(v)(A), and as is indicated by the certification statement, an electronic submission by the Agent will be considered to be certified, signed, and submitted by the delegating DR or ADR.
