A169. Yes, for the purposes of the greenhouse gas reporting rule, the "United States" consists of all U.S. possessions and territories, including Guam and the U.S. Virgin Islands. Therefore, imports to and exports from all U.S. possessions and territories are subject to reporting provided the reporter meets the applicability criteria of importer and exporter as specified in §98.2(a)(4).
