Q726. What are the reporting requirements for geologic sequestration research and development (R&D) projects under the Greenhouse Gas Reporting Program?


A726. Facilities with geologic sequestration projects will be eligible to receive an exemption from the reporting requirements of Subpart RR - Geologic Sequestration of Carbon Dioxide, provided the facility demonstrates that the project meets the Subpart RR definition of a research and development (R&D) project. Projects receiving a subpart RR R&D exemption are required to report basic information under subpart UU - Injection of Carbon Dioxide. If EPA grants the request, the project is not subject to any requirements of Subpart RR, including requirements to submit a proposed monitoring, reporting and verification (MRV) plan, for the duration of the R&D activity. The Subpart RR R&D project exemption only applies to Subpart RR – a facility that has been granted the exemption and is injecting CO2 will be subject to Subpart UU or any other applicable subpart of the Greenhouse Gas Reporting Program, unless the separate general definition of R&D in Subpart A is met.
