If a facility falls under the definition of 98.270 (a) but does not contain emission units specified in 98.270(b) for which greenhouse gas emissions must be reported, is such a facility subject Subpart AA?

A125. No. You are only subject to Subpart AA if you have emissions units listed in 98.270(b) and meet the applicability criteria for pulp and paper manufacturing.
