Q755. How are data reported in the previous reporting year carried over into the current year reports?

A755. If you previously reported for one or several Reporting Years (RY), EPA has carried some of your data forward and entered it in your current reporting year forms to reduce the reporting burden. It is still your responsibility to review and ensure that all the information in your submission is correct. EPA follows three broad rules for determining which data is carried forward:

  • General Facility Characterization Data which does not often change from year to year is carried forward where possible.
  • Unit names, fuels, and measurement methods selected in the prior year is carried forward where possible.
  • Specific emissions, missing data, and activity characterizations is not carried forward.

When you change a data element in a specific RY report that has been designated to carry over, it will automatically be updated in the e-GGRT database. When you regenerate a RY report for any reporting year, the changes made to the carried over data will automatically happen. For example, when you make a change to a past year’s waste quantity value in your RY2012 report, the change will be made to the RY2010 and RY2011 reports automatically if you regenerate and resubmit the report. However, please note, if you change data that serves as inputs to calculations, you will need to review the calculation summary page in subpart HH before regenerating and resubmitting your report.

The reporter is responsible for ensuring all data is accurate before submitting. Consistent with 98.4(a), it is the designated representative (DR) for the facility or supplier that is responsible for reporting for the facility or supplier. The current facility ownership is responsible for identifying and authorizing a DR and the DR is responsible for timely and accurate reporting. With respect to accurate reporting, the rule, per 98.4(e)(1), requires certification of your GHG emissions report "I certify that the statements and information are to the best of my knowledge and belief true, accurate, and complete".
