Q755. How are data reported in the previous reporting year carried over into the current year reports?
A755. If you reported for the previous reporting year, in most cases the Agency has carried some of your data from last year into the current reporting year to reduce the reporting burden. It is still your responsibility to review and ensure that all of the information in your submission is correct, but the Agency believes that most of the data which is carried forward is unlikely to change significantly from year to year. The Agency follows three broad rules for determining which data is carried forward:
- General Facility Characterization Data which does not often change from year to year was carried forward where possible.
- Unit names and measurement methods selected or provided were carried forward where possible.
- Specific emissions, missing data, and activity characterizations were NOT carried forward.
The reporter is responsible for ensuring all data is accurate before submitting. Consistent with 98.4(a), it is the designated representative (DR) for the facility or supplier that is responsible for reporting for the facility or supplier. The current facility ownership is responsible for identifying and authorizing a DR and the DR is responsible for timely and accurate reporting. With respect to accurate reporting, the rule, per 98.4(e)(1), requires certification of your GHG emissions report "I certify that the statements and information are to the best of my knowledge and belief true, accurate, and complete".
Carry Forward Data May Results in a Large Number of Validation Messages Initially
Your carry forward data is an incomplete data set and these data alone will cause a large number of validation flags, particularly where units and unit names are carried forward. As you complete the supporting data for each of these units these validation messages will be removed by e-GGRT.
- Initially your carry forward data will not generate validations messages until the first time you save in e-GGRT.
- When you click Save for the first time in the current reporting year, e-GGRT engages the validation checking logic and all of the incomplete items in your reports will be flagged - this is normal and you should not be concerned.
- If units are carried forward which are no longer in operation or relevant to your current reporting year, delete those units and the associated validation messages will go away as a result.
