A732. No, the GHGRP does not cover all emissions from petroleum and natural gas systems. Facilities included in the petroleum and natural gas systems source category are required to submit annual reports only if the facility's total annual emissions from all sources covered by the GHGRP exceed 25,000 metric tons CO2e. In addition, the GHGRP does not currently include reporting of emissions from the gathering and boosting segment, which is located after wellheads, but before natural gas processing. The GHGRP also does not include reporting of vented emissions from hydraulically fractured oil wells. In addition, the GHGRP does not cover reporting of process emissions from transmission lines between compressor stations. The oil and gas industry is growing and changing rapidly and there may be other sources of emissions that are not currently covered. The Agency will continue to review regulatory requirements to ensure the reporting of high quality data.
