If a dehydrator which dries a liquid stream is considered a "dehydrator", how does the 0.4 MMSCFD threshold apply to that dehydrator?

A578. No, per §98.6, a "dehydrator is" a device in which "a liquid absorbent (including desiccant, ethylene glycol, diethylene glycol, or triethylene glycol) directly contacts a natural gas stream to absorb water vapor."
