Q479. How should a reporter determine the annual average daily throughput of oil (or hydrocarbon liquid) for comparison with the 10 barrels per day threshold specified in 40 CFR 98.233(j)? How often does the throughput need to be determined?

A479. The 10 barrels per day of oil (or hydrocarbon liquids) throughput specified in 40 CFR 98.233(j) is an annual average daily throughput that should be determined as the total annual flow from a separator, non-separator equipment, or direct from a well divided by the actual days of separator, non-separator equipment, or well operation during the year. For Reporting Year 2023 and prior reporting years, the reporter must determine whether throughput from the separator, non-separator equipment, or well falls above or below the threshold each reporting year and then calculate emissions using an applicable calculation method. For Reporting Year 2024 and each future reporting year, since Calculation Method 1 and Calculation Method 2 may be used for any stream,
