Q220. What is the process for changing a Designated Representative (DR) or Alternate Designated Representative (ADR)?

A220. The preferred method to change a DR is to promote the existing ADR. The ADR in this scenario should submit a new Certificate of Representation naming him or her self as DR, and optionally, another person as ADR.A220. To change an ADR the DR must submit a new Certificate of Representation identifying the individual who will be the new ADR.

In either case, the new Certificate of Representation will only be complete when both the DR and ADR have certified, signed and submitted it to EPA using e-GGRT. As soon as the new Certificate of Representation is complete the change takes effect immediately.
