Excerpt

Subpart Y requires you to report the following data about your asphalt blowing operations:

  • A unique name or identifier, plus optional description for this asphalt blowing unit. See also About Unique Unit Names.
  • Specify the control device used to reduce methane (and other organic) emissions from the unit. Select from Vapor scrubber, Thermal oxidizer, Flare, Other (specify), or None.

When you are finished, click SAVE.

...

After you specify the control device, an additional question will appear requiring you to select a CO2 AND CH4 EMISSIONS CALCULATION METHOD. The system requires you to select the method used to calculate the CO2 and CH4 emissions for your asphalt blowing operations from the following list:

  • Equations Y-14 and Y-15 (appears

...

  • if Vapor Scrubber, Other (specify), or None was selected)
  • Equations Y-16a and Y-

...

  • 17 (appears if Thermal Oxidizer, Flare, or Other (specify) was selected)
  • Equations Y-16b and Y-

...

  • 17 (appears if Thermal Oxidizer, Flare, or Other (specify) was selected)
  • Equation Y-19 (Process Vent) (appears for all choices)

When you are finished, click SAVE.

...

.

The emissions entry screen presented will be dependent on the type of control device selected and , if necessary, the calculation method selected.

from the following options in the dropdown box for each equation:

  • Used default emission factor
  • Weekly or more frequent measurements
  • Periodic (less frequent than weekly) measurements
  • Average of multiple source tests
  • One-time source test
  • Other (specify)
Note

Note: if you selected Vapor scrubber or None as the asphalt blowing operations control device, you must use Equations Y-14 and Y-15 or Y-19 (Process Vent).

Enter the following information in the IVT module for Equation Y-16a and click SAVE:

  • Quantity of Asphalt Blown (million barrels per year)
  • Carbon emission factor from asphalt blowing from facility-specific test (default = 2,750) (metric tons C/MMbbl asphalt blown)

Enter the following information in the IVT module for Equation Y-16b and click SAVE:

  • Quantity of Asphalt Blown (million barrels per year)
  • Emission factor for CO2 from uncontrolled asphalt blowing from facility-specific test data (default = 1,100) (metric tons CO2/MMbbl asphalt blown)
  • Carbon emission factor from asphalt blowing from facility-specific test (default = 2,750) (metric tons C/MMbbl asphalt blown)

Similarly, access the IVT module for Equation Y-17 by clicking the green GO beneath the data entry cell labeled "Annual CH4 emissions from this asphalt blowing unit" in the EQUATION Y-15 SUMMARY AND RESULT section. In the IVT module enter:

  • Emission factor for CH4 from uncontrolled asphalt blowing from facility-specific test (default = 580) (metric tons CH4/MMbbl asphalt blown)

(Note: The IVT will use a value of 0.02 for the fraction of methane uncombusted in thermal oxidizer or flare based on assumed 98% combustion efficiency in addition to the above equation input value in this equation calculation.)

When you have finished entering data in an IVT module, click SAVE to return to the GHG DATA AND ASSOCIATED INFORMATION page for the Asphalt Blowing unit. The value calculated by the IVT module will be displayed in the IVT result data cell. Below this a checkbox labeled “Enter/Report Alternate Result” will be displayed. Checking this checkbox will cause a data entry cell labeled “Enter Own Result” to appear in which you may enter a value that you consider to be more accurate than the one calculated by the IVT module.

The annual CO2 and CH4 emissions from asphalt blowing operations are required. To calculate this value, download the appropriate spreadsheet by clicking the link titled “Use Y-19 spreadsheet to calculate”. Fill in the spreadsheet using the instructions in the spreadsheet. After completing the spreadsheet, copy the values of CO2 and CH4 calculated by the spreadsheet to this page in the box next to “Annual CO2 emission from this process vent (metric tons)" or “Annual CH4 emission from this process vent (metric tons)" as appropriate.
