A441. The petroleum and natural gas systems source category (subpart W) of the Greenhouse Gas Reporting Program (GHGRP) covers 10 industry segments.  Four of these ten industry segments have a unique definition of facility that is specifically defined in subpart W, namely the onshore petroleum and natural gas production industry segment, the natural gas distribution industry segment, the onshore petroleum and natural gas gathering and boosting industry segment, and the onshore natural gas transmission pipeline industry segment.  Please follow the following guidance for registering and entering the facility address in e-GGRT:

Because of the large geographic size of the basins, identifying latitude/longitude coordinates for onshore oil and gas producers might not always be practical.  Therefore, onshore oil and gas producers and onshore gathering and boosting facilities should use the address of the U.S. corporate headquarters, including its street address, city, state, and zip code.  To ensure that multiple facilities that share the same corporate address can be uniquely identified, we ask that you specify in your facility name, the name of the owner/operator, the basin’s numerical code and name, as identified by the American Association of Petroleum Geologists, and, if the facility belongs to the gathering and boosting segment, "GB" (without quotation marks) at the end (e.g., MLH Production Inc. 470 Fort Worth Syncline for onshore production or MLH Production Inc. 470 Fort Worth Syncline GB for gathering and boosting).

For natural gas distribution, local distribution companies (LDCs) should use the address of the U.S. corporate headquarters, including the street address, city, state, and zip code.  To ensure that multiple facilities that share the same corporate address can be uniquely identified, we ask that you specify in your facility name, the state in which the LDC operates.  This procedure is consistent with how LDC’s subject to 40 CFR Subpart NN are registered.

For natural gas transmission pipelines, the scope of a facility encompasses all natural gas transmission pipelines owned within the U.S., so the address of the owner/operator's U.S. corporate headquarters, including the street address, city, state, and zip code should be used. Additionally, we ask that you use the name of the owner/operator as the name of the facility (e.g., American Transmission Pipeline).

EPA also recognizes that offshore petroleum and natural production facilities may not have a traditional facility address. For instructions regarding the appropriate address to enter for these facilities please refer to FAQ 283. 

Facilities subject to Subpart W in the following industry segments (onshore natural gas processing, onshore natural gas transmission compression, underground natural gas storage, Liquefied Natural Gas (LNG) storage, and LNG import and export equipment) should enter the physical street address of the facility where the emissions occur (not the parent company).  If the facility does not have a physical street address assigned to them or their mailing address is not co-located with their facility's operations, then the latitude and longitude coordinates representing the location of the facility's operations should be used in lieu of a traditional address.
