Yes, either the volatile solids concentration or 60-day anaerobic biodegradation test may be used to determine the DOC of a waste stream that is similar to a historically managed waste stream that was not received during the first reporting year, for purposes of 98.464(c), when the facility is not exempt and instead needs to submit a GHG report.
