According to § 98.238, offshore means seaward of the terrestrial borders of the United States, including waters subject to the ebb and flow of the tide, as well as adjacent bays, lakes or other normally standing waters, and extending to the outer boundaries of the jurisdiction and control of the United States under the Outer Continental Shelf Lands Act. * What is terrestrial border? * In south Louisiana most sites are located within the State boundaries in lakes, bays, and bayous (not in Federal waters). These waters are subject to the ebb and flow of the tide. In some cases these sites are 150 miles north of the Gulf of Mexico. The sites are over water on platforms built on pilings.
