If a facility falls under the definition of 98.270 (a) but does not contain emission units specified in 98.270(b) for which greenhouse gas emissions must be reported, is such a facility subject Subpart AA?

No. You are only subject to Subpart AA if you have emissions units listed in 98.270(b) and meet the applicability criteria for pulp and paper manufacturing.
