Q45. If facility intends to obtain fuel usage data from utility bills, but its utility bills reflect fuel usage through middle of the month, how does EPA recommend a facility estimate fuel use for the calendar year? Is it acceptable to pro-rate fuel use?
A45. Yes, where “company records” are allowed to determine fuel consumption, it is acceptable to prorate using the December or January bills. The definition of “company records” allows use of billing records obtained from fuel suppliers and also requires you to keep a complete record of methods used and calculations performed to determine fuel usage.
