Q698. How do I determine the quantity of hydrogen produced and the quantity of hydrogen purified?

A698. The  The reported quantity of hydrogen produced should be the amount of pure diatomic hydrogen determined to be produced by the unit from the transformation of one or more feedstocks .  In the case of a hydrogen production process unit located at a refinery, this should not include hydrogen produced in the refinery, including, for example (1) refinery-produced hydrogen fed into the fuel gas system and/or (2) refinery-produced hydrogen purified in a PSA unit that is co-mingled with the hydrogen produced in the hydrogen production process unit.  The reported hydrogen production should be only the amount of hydrogen produced from all feedstocks listed in the Fuels and Feedstocks section of e-GGRT for the hydrogen production process unit.  Furthermore, the quantity of hydrogen produced should include all hydrogen produced by the unit from the transformation of one or more feedstocks regardless of whether the hydrogen is subsequently purified or sold as productand should exclude hydrogen contained in the feedstock that is only purified in the hydrogen production unit. The quantity of hydrogen that is only purified in the hydrogen production unit may be assumed to be equal to the annual quantity of hydrogen in the feedstocks to the hydrogen production unit determined using process knowledge, engineering calculations, or company records. For example, if refinery fuel gas from a catalytic reforming unit high in by-product hydrogen is used as one of the feedstocks to the hydrogen production unit, the quantity of hydrogen fed to the unit may be calculated from records of the quantity of that refinery fuel gas and its average hydrogen concentration. The quantity of hydrogen in the feedstock to the hydrogen production unit must be reported as “the quantity of hydrogen that is purified only”. This quantity may be subtracted from the total quantity of hydrogen exiting the hydrogen production unit to determine the quantity of hydrogen produced by the hydrogen production unit. . If the product from the hydrogen production unit is syngas (i.e., a mixture of CO and H2H2), the quantity of hydrogen produced in the unit and contained in the syngas should be determined and included in the reportable quantity of hydrogen produced.
