Owners or operators of facilities and suppliers under the Greenhouse Gas Reporting Program (GHGRP) must report emissions from all source categories located at the facility for which methods are defined in the rule. Owners or operators are required to collect emission data; calculate GHG emissions; and follow the specified procedures for quality assurance, missing data, recordkeeping, and reporting.

Reporting Subpart Data

The reporting process differs by subpart. To understand the process for each subpart, it is important to first understand the following definitions:

  • Web Form(s) - Cal e-GGRT web forms are a set of web-based data collection forms that guide users through the reporting process for each subpart under the Greenhouse Gas Reporting Program (GHGRP). Each subpart has a unique web form or set of web forms. For some subparts (see table below), all data required under the rule are captured by Cal e-GGRT web forms. These web forms consist of multiple pages that guide reporters step-by-step through the data entry process. For other subparts, web form is a single page that requires users to upload one or more Reporting Forms or Calculation Spreadsheets in XLS or XML file format depending on the subpart.
  • Reporting Form(s) - Reporting forms are a set of Excel-based (XLS file type) data collection forms that collect data required under the Mandatory Reporting Rule that are supplemental to data collected in web forms. Reporting Forms only apply to some subparts as indicated in the table below. All Reporting Forms are required to be submitted to ARB in either XLS or XML format depending on the subpart. To report data using a Reporting Form, reporters must first download a blank subpart Reporting Form to their computer, populate the form with all required data, save the populated form, then upload the populated form using the associated Cal e-GGRT web form. Subparts W, Y, and MM require that users only upload XML files to Cal e-GGRT. As a result, users must export data in their populated Reporting Forms for these subparts to XML, then upload the XML file(s) to Cal e-GGRT using the subpart web form. Instructions for exporting user data to an XML file are provided with the forms and spreadsheets as applicable. Reporters under all other subparts that require Reporting Forms may upload the XLS directly to Cal e-GGRT without exporting XML.
  • Calculation Spreadsheet(s) - Excel-based (XLS file type) Calculation Spreadsheets are essentially similar to Reporting Form, however, Calculation Spreadsheets contain calculation functionality based on methods and equations in 40 CFR Part 98. All Calculation Spreadsheets are required to be submitted to ARB in either XLS or XML format depending on the subpart. Typically, one calculation spreadsheet contains calculation functionally for one equation from 40 CFR Part 98. Some calculation spreadsheets make calculations based on two or more equations from 40 CFR Part 98. Users enter data into the spreadsheets, including equation inputs necessary to perform the calculation for the equation, and the spreadsheets will calculate emissions and other results. Users are required to upload completed Calculation Spreadsheets directly using the associated Cal e-GGRT web form for that subpart. Subparts P and Y require that users only upload XML files to Cal e-GGRT. As a result, users must export data in their populated Calculation Spreadsheets for these subparts to XML, then upload the XML file(s) to Cal e-GGRT using the subpart web form. Instructions for exporting user data to an XML file are provided with the forms and spreadsheets as applicable. Reporters under all other subparts that require Reporting Forms may upload the XLS directly to Cal e-GGRT without exporting XML.
  • XML - An XML Schema Definition (XSD) has been created for each Reporting Forms and Calculation Spreadsheets that requires the user to submit XML. The XSD files define how the XML must be formatted. XML files that comply with the XSD may be generated from within Reporting Forms and Calculation Spreadsheets for which they are applicable. Instructions for exporting user data to an XML file are provided with the forms and spreadsheets as applicable. Subparts P and Y require reporters to complete Calculation Spreadsheets, export to XML, and upload the associated XML files using Cal e-GGRT. Subparts W and MM require reporters to complete Reporting Forms, export data to XML, and upload the associated XML files using Cal e-GGRT.

1 Only equation C-2b has a corresponding calculation spreadsheet. For all other subpart C equations, the equation inputs are collected in the web forms and the calculated result is determined by the system. The calculated results from the equation C-2b are entered as an input into equations C-2a, C-3, C-4, C-5, C-8, and C-9a.
2 The Subpart NN Reporting Form is only required for Non-LDC Interstate Natural Gas Pipelines. The data collected in this form must be uploaded using Cal e-GGRT.

For each reporting year after your initial reporting year, Cal e-GGRT will pre-populate certain web forms for you based on data entered during the previous reporting cycle to maintain accuracy and expedite the reporting process. The required data that is carried over from one year to the next will be select on a discretionary basis by the ARB based on which data are not likely to change from year to year. All data that is pre-populated based on the previous year will be fully editable and is simply provided for your convenience.

Annual Reports

Once all required information has been entered or uploaded to Cal e-GGRT for all applicable subparts, reporters must generate and submit an annual report to ARB for each facility or supplier.
