Q493. How should I calculate the reporting threshold for onshore natural gas processing plants that do not fractionate gas liquids?

 

A493. The Rule states in §98.230(a) that the onshore natural gas processing industry includes all plants that fractionate, as well as all plants that do not fractionate that have an annual average throughput of 25 MMscf per day or greater. Only those non-fractionating facilities with an annual average throughput of less than 25 MMscf per day would not be subject to reporting under subpart W even if the reporting threshold is triggered in Subpart C. The gas processing plant throughput threshold in 98.230(a)(3) is based on annual average throughput.
