Q148. With respect to coal or fuel oil, the rule requires analysis of at least one representative sample from each lot. Does EPA have any additional guidance on what constitutes a "lot?"

 

A148. Per 98.34(b)(3)(ii)(B), a fuel lot is "a shipment or delivery of a single fuel (e.g., ...group of trucks, group of railroad cars, etc.)." Sampling of the HHV or carbon content of the fuel must be representative of the coal or fuel oil delivered in a group of trucks, taking into account the origin of the coal or fuel oil (e.g., the same mine or different mines, same terminal batch of oil).
