Q490. If fuel gas lines are not owned or operated by a gas processing facility, but are on the gas processing facility property, do the fuel gas lines need to be monitored for equipment leaks?

 

A490. The definition of facility in 98.6 requires equipment to be under “common ownership or common control.” Therefore, based on the information provided, the fuel gas lines are not subject to the rule because they are not owned and/or operated by the reporting gas processing facility’s owners/operators.
