A45. Yes, where “company records” are allowed to determine fuel consumption, it is acceptable to prorate using the December or January bills. The definition of “company records” allows use of billing records obtained from fuel suppliers and also requires you to keep a complete record of methods used and calculations performed to determine fuel usage.
