FAQs and Quick Links To Deferred Subpart W Information

 

 Does everyone who reported Subpart W in RY2011, 2012 and 2013 have to report deferred data for those years by March 31, 2015?

Most facilities who reported in RY2011, RY2012, or RY2013 must report deferred data by March 31, 2015.  Facilities that reported one or more of the sources below have deferred reporting responsibilities.

  • pneumatic device venting
  • natural gas driven pneumatic pumps
  • acid gas removal units
  • dehydrators
  • well venting for liquids unloading
  • well completions and workovers
  • blowdown vent stacks
  • atmospheric tanks
  • flare stacks
  • centrifugal compressors
  • reciprocating compressors
  • equipment leaks using emission factors for estimating emissions
  • local distribution companies
  • enhanced oil recovery (EOR) injection pump blowdown
  • EOR hydrocarbon liquids dissolved CO2
  • onshore petroleum and natural gas production and natural gas distribution combustion emissions

Offshore Petroleum and Natural Gas Production facilities do not have deferred reporting responsibilities under Subpart W.

 I am using the deferred reporting form and data from my previous year's submission is not getting imported.

If your deferred form does not show data in the Grey background cells, you have not correctly linked the reporting form to the previously submitted form for that reporting year.  The image below shows a reporting form that is not linked properly.

To correctly link to a source file you must: 1) Enter the name and folder reference for the source file in Cell C5. 2) click the link labeled "Click this Link Once the File Name Has Been Entered Above" in Cell C7 to open the source file, and 3) minimize the source file window to reveal the deferred reporting form that now contains data from the prior year source file as shown in the image below.  For more detailed instruction on how to link a source file please refer to Using the Subpart W Deferred Data Reporting Form .

 I saved data in the deferred reporting form but when I reopened the file a lot of the data was no longer present?

When you open the deferred reporting form it does not automatically link to the source file that was previously entered in Cell C5.  You must also open the source file using the link in Cell C7.  To relink the source form you must :

Step 1: On the introduction page, click the link labeled "Click this Link Once the File Name Has Been Entered Above"  in Cell C7 immediately below the blue cell where you entered the folder and filename of the originally submitted back year Reporting Form. This will open that previously submitted Reporting Form on top of the Deferred Data Element Reporting Form.

Step 2: Minimize the window for the previously submitted Reporting Form in order to reveal the window for the Subpart W Deferred Data Reporting Form that now contains data from the prior year source file.

 I uploaded the deferred reporting form in e-GGRT and received a critical validation message DEF-W1345, DEF-W1346, or DEF-W1347?

e-GGRT has several critical validations which prevent submission of a deferred reporting form which has not been properly linked to a the previously submitted reporting form or has been linked to a source which has a facility id that does not match the facility being used in e-GGRT including DEF-W1345, DEF-W1346, and DEF-W1347.  Each of these validations and steps to resolve the underlying issue related to the message are presented below.

DEF-W1345

This critical validation message is most often the result of having opened the deferred data reporting form without having the previous form it is linked to open at the same time. If you have linked your deferred form to a previous year's form, you should always open both if you need to re-open the deferred form. To correct this error, open the deferred data reporting form and go to the "Introduction" page. Scroll to step 3.) and confirm that there is data in the cells. If the cells appear blank, review your reporting form to ensure that you have properly linked your deferred reporting form to the previously submitted reporting form using Cells C5 and C7. DEF-W1346

This critical validation message is the result of uploading a reporting form that contains a GHGRP ID which does not match the GHGRP ID of the facility you are using in e-GGRT.  This a common error, especially for users that report for more than one facility.  In almost all cases the GHGRP ID in the reporting form should match the facility being used in e-GGRT. If you believe that you should report using a facility ID that does not match the facility in e-GGRT, then contact the GHGRP Help Desk and ask to get that validation changed for your facility so you may submit with this validation message present.


DEF-W1347

This critical validation message indicates that the reporting period is missing on the deferred reporting form. You must provide this data. This typically occurs when a user has not correctly linked to the previously submitted reporting form.  To correct this error, open the deferred data reporting form and go to the "Introduction" page. Scroll to step 3.) and confirm that there is data in the cells. If the cells appear blank, review your reporting form to ensure that you have properly linked your deferred reporting form to the previously submitted reporting form using Cells C5 and C7. Background

In August 2011, EPA deferred the reporting deadline for a number of Subpart W equation inputs until March 31, 2015. The inputs to equations whose reporting deadline was deferred until 2015 are listed in Table A-7 of Subpart A. In October 2014, EPA finalized the approach to collecting these deferred inputs and in that rule made several modifications to the reporting requirements for Subpart W (see 79 FR 63750).

As a result, facilities must submit both an expanded set of Subpart W data for Reporting Year (RY) 2014 and deferred elements for RY2011, RY2012, and RY2013 by March 31, 2015. A facility subject to subpart W must submit a deferred data report if it reported emissions from any of the following emission sources:

  • pneumatic device venting
  • natural gas driven pneumatic pumps
  • acid gas removal units
  • dehydrators
  • well venting for liquids unloading
  • well completions and workovers
  • blowdown vent stacks
  • atmospheric tanks
  • flare stacks
  • centrifugal compressors
  • reciprocating compressors
  • equipment leaks using emission factors for estimating emissions
  • local distribution companies
  • enhanced oil recovery (EOR) injection pump blowdown
  • EOR hydrocarbon liquids dissolved CO2
  • onshore petroleum and natural gas production and natural gas distribution combustion emissions

These data must be submitted as part of the facility's RY2014 submission.

To accommodate the reporting requirements of Subpart W equation inputs, EPA has expanded the RY2014 Reporting Form to include the previously deferred items. So for RY2014, the deferred data will be submitted with each facility's regular report, whether it be in a Reporting Form or XML files (see Subpart W - Petroleum and Natural Gas Systems for instructions on how to prepare and submit an RY2014 Reporting Form for subpart W). EPA has also revised the subpart W XML schema for RY2014 to accommodate the deferred items. You can download the Subpart W XML schema and instructions for its use from the XML Reporting Instructions page.

EPA has also created a separate reporting form for collection of the deferred data elements for RY2011, RY2012, and RY2013. This new form is designed to ensure that the reporting of the deferred data is consistent with data previously submitted. EPA has also revised the RY2014 XML schema to support inclusion of Subpart W deferred data within your RY2014 submission.

Overview of Reporting Deferred Data Elements for RY2011, RY2012, and RY2013

The prior year deferred data elements to be reported for RY2011, RY2012, and RY2013 are closely related to the other previously reported data. In most cases, deferred elements are collected by columns added to data collection tables in most of the emission source tabs in the Subpart W Deferred Data Reporting Form. In reporting deferred data for multiple units comprising a particular emissions source, it is essential that the deferred data match up, line for line, with the previously submitted data. In order to facilitate the integration of deferred and previously reported data, the Subpart W Reporting Years 2011, 2012 and 2013 Deferred Data Reporting Form imports your data from submissions for previous reporting years. The previously submitted data are displayed in protected gray-shaded cells that cannot be edited. The deferred data to be reported must then be entered in the unprotected blue-shaded cells.

Note: The Subpart W Deferred Data Reporting Form for Reporting Years 2011, 2012 and 2013 cannot be used to report revisions to previously submitted data. EPA will extract only the deferred data elements entered in the blue-shaded cells (plus data elements that link deferred items to previous year annual reports, such as unit ID numbers) from the Deferred Data Reporting Form that you submit for RY2011, RY2012, and RY2013.

Using the Subpart W Deferred Data Reporting Form

To use the Subpart W Deferred Data Reporting Form you must be a previous submitter and have your previously submitted Subpart W Reporting Forms for RY2011, RY2012, and RY2013. If you don't have the previously submitted versions or are uncertain which versions of your form were submitted, you can download the submitted forms from e-GGRT. Instructions for doing this can be found here.

You will need a separate Deferred Data Reporting Form for each prior reporting year for which you had sources with deferred data elements.  Follow the steps below to download, prepare, and submit Subpart W Deferred Data Reporting Forms for each prior Reporting Year (RY2011, RY2012,and  RY2013).

Step 1. Download a Blank Subpart W Deferred Data Reporting Form

The Subpart W Deferred Data Reporting Form is available on the Reporting Form Instructions page. Click the link labeled "Subpart W Deferred Data Reporting Form for RY11 - 13" under Subpart W in the Reporting Form table. A super-size version of the Subpart W Deferred Data Reporting Form is also available to accommodate reports with up to 1100 sub-basin or 5000 individual units. Save the selected version of the Subpart W Deferred Data Reporting Form in the same folder as the previously submitted Reporting Form for the Reporting Year for which you are preparing the deferred data report.

Step 2. Enter Location and Filename of Previously Submitted Reporting Form

Enter the name and folder location of the previously submitted form in the blue-shaded cell in the Introduction tab of the Subpart W Deferred Data Reporting Form. This entry can be a complete file path reference like c:\EGGRT\SP W\Deferred Capture\Onshore Test.xls.  If both the source file and deferred form are in the same folder, just the file name is sufficient.

NOTE: LENGTH CANNOT EXCEED 215 characters, which automatically includes the folder reference even if you do not type it in. Therefore, you have 215 characters minus the length of your file reference as a length allowance for the file name. Using more than the allotted number of characters will disrupt the data transfer and your Deferred Data Reporting Form will not interpret the data correctly. A message will appear if you have exceed the number of characters. If you see this message, change the length so the combination does not exceed 215 characters.

Step 3. Open the Source File in Excel

Click the link labeled "Click this Link Once the File Name Has Been Entered Above" immediately below the blue cell where you entered the folder and filename of the downloaded originally submitted back year Reporting Form. This will open that previously submitted Reporting Form on top of the Deferred Data Element Reporting Form.

Step 4. Minimize the Previously Submitted Reporting Form

Minimize the window for the previously submitted Reporting Form in order to reveal the window for the Subpart W Deferred Data Reporting Form that now contains data from the prior year source file.

Step 5. Maximize the Subpart W Deferred Data Reporting Form

The Deferred Data Reporting Form will be displayed in a small window on the left side of the Excel window. Click the maximize icon to display this form in a full-size window.

The Deferred Data Reporting Form will now include all the previously submitted data from the Reporting Form in protected grey-shaded cells. For example, the facility summary information is displayed in the Introduction tab as shown in the screen shot below. These are data that were read from the linked source Reporting Form. If you notice that data have not properly flowed into these cells or that you see wording that should not be there, check to ensure you have used the correct filename and folder location and that the combined folder location and file name you entered did not exceed 215 characters.

The screen shot below shows an example of a data entry table for the Enhanced Oil Recovery Injection Pump Blowdown emission source and illustrates the importance of importing previously reported data for maintaining the integrity of the data in e-GGRT. The imported previously submitted data includes the Unique ID (assigned by e-GGRT) and optional Unique Name or ID Number (assigned by the facility) for each enhanced oil recovery pump included in the previously submitted Reporting Form along with the data reported for each pump. Facilities must enter the deferred data for each pump in the row of the table for that pump in order to ensure that the deferred data will be matched with the previously reported data when imported into the e-GGRT database.

Step 6. Enter Deferred Data for Each Emission Source

Once you have the deferred reporting form open, enter deferred data for each emission source applicable to your facility.  Each of the deferred sources applicable to your industry segment is indicated with a green "Yes" in the source table in the Introduction tab (see screen shot below).  Only provided deferred data for those sources which are active at your facility.

Once you have completed entering the required deferred data for each source tab, save the Subpart W Deferred Data Reporting Form.

Submitting Deferred Data for Subpart W for RY2011, RY2012 and RY2013

How you submit subpart W deferred data for RY2011, RY2012 and RY2013 will depend on whether you plan to submit your RY2014 report using the Reporting Form or the XML reporting option. Follow the directions below that correspond to your reporting method.

Reporting Form

From the Facility or Supplier Overview page in e-GGRT, click the OPEN button for subpart W in the REPORT DATA table (see screen shot below).

In the UPLOAD COMPLETED SUBPART W INTEGRATED REPORTING FORM AND/OR APPLICABLE DEFERRED REPORTING FORMS FOR RY2011, RY2012, AND RY2013 section of the page, click the Browse button, select the file for the Subpart W Deferred Data Reporting Form you wish to upload, and click the OPEN button. The path and filename of the Deferred Data Reporting Form will be displayed to the left of the Browse button. Click the UPLOAD button and the uploaded file will be displayed in the table.  After each form is uploaded, the validation report will be updated to include any issues identified in the reporting form. Repeat this operation to upload the remaining Deferred Data Reporting Form files for other prior reporting years.  A typical facility will upload 4 reporting forms: a deferred form for RY2011, 2012, and 2013 plus an RY2014 form.

When you have finished uploading Deferred Data Reporting Form files, click the "Facility Overview" button at the bottom of the page to return to the Facility or Supplier Overview page, where you should complete the preparation and submission of your RY2014 report. The uploaded Deferred Data Reporting Forms for RY2011, RY2012, and RY2013 will be included automatically in your RY2014 submissions to EPA.

XML Report

If you select XML reporting on the Facility Overview page you must include your RY2014 data and all of your deferred data from prior reporting years in your XML submission. You may not upload reporting forms using the e-GGRT web forms.  Please refer to the XML Reporting Instructions page for more information on the format and contents of XML submissions for Subpart W.
