EPA deferred reporting of certain Subpart Y data elements, all of which were equation inputs, until March 31, 2015. See 76 FR 53057 (published August 25, 2011). A facility subject to subpart Y must submit a deferred data report if (1) it used the Equation Y-12 calculation method for sour gas sent off-site for sulfur recovery, (2) it opted to use the method described in 98.253(i)(1) to determine emissions from coke drums, (3) it reported equipment leaks under 98.253(l) or (4) it reported emissions associated with unstabilized crude oil at storage tanks for at least one of the following years: 2010, 2011, 2012, 2013. In addition to reporting the deferred data for the current reporting year (RY2014) through e-GGRT, facilities are required to report these data for all previous reporting years (RY2010, RY2011, RY2012, and RY2013) using this form.

Deferred data for RY2010, RY2011, RY2012, and RY2013 for up to 5 units of each type can be reported in separate tabs of a single subpart Y deferred data reporting form. If you have more than 5 units of a single type, use additional copies of the reporting form file.

Follow the step-by-step instructions below for completing and submitting the subpart Y deferred data reporting form.

Step 1. Enter Facility Information in Part 1

On the RY2010 tab, enter the following information in Part 1 - Facility Information section shown in the screen shot below:

  • Facility Name. Enter the exact name used in registering the facility in e-GGRT.
  • GHGRP ID. Enter the GHGRP ID assigned to the facility when it was registered in e-GGRT.
  • Did this facility report Subpart Y data in RY2010? Select either "Yes" or "No" from the dropdown to indicate whether or not the facility reported Subpart Y data in RY2010.
  • Comments. Enter any comments regarding the deferred data submitted for RY2010. This field is optional.

On the tabs for RY2011, RY2012 and RY2013, you will not have to re-enter the Facility Name and GHGRP ID. However, you must indicate whether or not you reported subpart Y data for the reporting year in question. You also may add reporting year-specific comments in the optional Comments data entry cell.

Step 2. Enter Sulfur Recovery Plant Tail Gas Correction Factor

Complete the information below if this refinery had on-site sulfur recovery plants and used a unit-specific correction factor for recycled tail gas according to the requirements in 98.253(f)(5) for RY2010. (This applies to emissions from the unit-specific correction for tail gas calculated using Equation Y-12.)

  • The Name or ID of the unit
  • An Optional Description of the unit
  • The Value of the correction to account for tail gas recycling

Step 3. Enter Delayed Coking Information

Complete the information below for each delayed coking unit at the refinery for RY2010.  This applies for emissions from each set of coking drums of the same dimensions using 98.253(i)(1) [Equations Y-18 and Y-19].

  • The coke drum set Name or ID
  • An Optional Description of the unit
  • The mole fraction of methane in coking gas (kg-mole CH4/kg-mole gas, wet basis)

Step 4. Enter Equipment Leak Information

Complete the information below for each petroleum refinery that estimated emissions from equipment leaks in their GHG report for RY2010.  (This information was deferred if a facility used the method described in 98.253(l)(2).)

  • The number of atmospheric crude oil distillation columns at the facility
  • The cumulative number of catalytic cracking units, coking units (delayed or fluid), hydrocracking, and full-range distillation columns (including depropanizer and debutanizer distillation columns) at the facility
  • The cumulative number of hydrotreating/hydrorefining units, catalytic reforming units, and visbreaking units at the facility
  • The total number of hydrogen plants at the facility
  • The total number of fuel gas systems at the facility

Step 5. Enter Storage Tank Information

Complete the following information if the petroleum refinery monitored the methane emissions from storage tanks that process unstabilized crude oil for RY2010. (This applies for facilities using the tank-specific methane composition data and direct measurement of gas generation rate.)

  • The Name or ID of the storage tank
  • An Optional Description of the storage tank
  • The tank-specific methane composition data used to estimate the cumulative CH4 emissions for storage tanks used to process unstabilized crude oil
  • The gas generation rate used to estimate the cumulative CH4 emissions for storage tanks used to process unstabilized crude oil

Step 6. Repeat Steps 1 through 5 for the Remaining Reporting Years

Repeat Steps 1 through 5 to enter the deferred data for each reporting year the refinery operated in through RY2013. When you have finished entering data for all units and reporting years, save the spreadsheet file.

Step 7. Upload the Reporting Form with Your RY2014 Report

Deferred reporting forms must be submitted as part of your RY2014 report. Follow the applicable instructions below for reporters that use e-GGRT webforms or the XML reporting option. 

Note: Back-year reporting forms for Subpart W (Petroleum and Natural Gas Systems) should be uploaded on the Subpart W Overview page.

For Reporters Using e-GGRT Webforms

From the Facility or Supplier Overview page of your RY2014 report, use the "Click Here" link beneath the REPORT DATA table to open the Back Year reporting page.

In the UPLOAD COMPLETED BACK YEAR REPORTING FORM(S) section of the Back Year reporting page, click the "+ADD an Attachment" link below the table.

This action will open the Back Year Reporting Upload page. Under "Select the subpart for the uploaded file," click the radio button for the subpart for which you are uploading a deferred reporting form. Click the "Browse" button, select the reporting form file you wish to upload, and click "OPEN." Click the "Upload" button to upload the file and attach it to your RY2014 report.

This action will return you to the Back Year Reporting page, where the file you uploaded will be listed in the table in the UPLOAD COMPLETED BACK YEAR REPORTING FORM(S) section.

For XML Reporters

If you submit your RY2014 report using XML, your XML submission must identify the subpart and filename for any deferred submission. For Subpart W Deferred data, your XML must comply with the schema defined in GHG_SubPartW_Deferred_v5.2.xsd.  For other subparts with deferred data, your XML must comply with GHG_FacilitySiteAllDetails_v5.2.xsd and your submission must include your XML and any applicable Excel-based deferred data reporting forms in the .zip file that you upload in e-GGRT. For detailed instructions on how to incorporate deferred data reporting forms in your RY2014 XML submission, see XML Reporting Instructions.
