EPA deferred reporting of certain Subpart C data elements, all of which are equation inputs, until March 31, 2015. See 76 FR 53057 (published August 25, 2011). Facilities that elect to report these inputs for one or more Subpart C units in their RY2014 reporting must also report these inputs for RY2010, RY2011, RY2012, and RY2013 for those units using the subpart C deferred data reporting form.

Subpart C units that meet both the criteria listed in 98.36(f) are required to report these inputs in their RY2014 report and must also report these inputs for RY2010, RY2011, RY2012, and RY2013 using the Subpart C deferred data reporting form. 

Note: Facilities that elect to use the Inputs Verifier Tool (IVT) to enter equation inputs for RY2014 and report only the resulting values calculated by e-GGRT are NOT required to report inputs for RY2010, RY2011, RY2012, and RY2013.  

All deferred data for RY2010, RY2011, RY2012, and RY2013 can be reported in the single table in the subpart C deferred data reporting form. Each row of the table collects data for a particular unit, fuel, calculation method, and reporting year. When this table has been completed, use e-GGRT to upload and submit this form as part of your RY2014 submission.

Follow the step-by-step instructions below for completing and submitting the subpart C deferred data reporting form.

Step 1. Enter Facility Information

Enter the following information in form column A2 of the Part 1 - Facility Information section shown in the screen shot below:

  • Facility Name. Enter the exact name used in registering the facility in e-GGRT.
  • GHGRP ID. Enter the GHGRP ID assigned to the facility when it was registered in e-GGRT.
  • Comments (optional). Enter any comments regarding the deferred data submitted. This field is optional.

Step 2. Enter Unit and Fuel Information

Accurate entry of the information in form columns B1 through B5 is essential. The entries in these columns determine what data will be collected for each reporting year, unit, fuel, and calculation method combination by activating the data cells.

  • Select the Reporting Year. In form column B1 select the reporting year from the following options: 2010, 2011, 2012, and 2013.
  • Enter the Unit Name. In form column B2, enter the name of the unit for which you are entering deferred data exactly as it appeared in your report for the selected reporting year.
  • Specify Fuel Name. In form column B3, select the fuel for which you are entering deferred data for this unit and reporting year from the dropdown list. The list of fuels in the dropdown is taken from Table C-1. The fuel selection you make will result in the automatic selection of the physical state of the fuel. (Note that if you select "Natural Gas (Weighted U.S. Average)" for the fuel, "Natural Gas" will be displayed in the Physical State column in order to enable the unique reporting option for this fuel in the remaining columns.
  • Select Equation(s). In form column B5, select the equation(s) you used to calculate emissions for this fuel from the dropdown. The list of equations displayed in the dropdown is narrowed by the fuel selection in form column B3 from the options shown in the table below.

Step 3. Enter Deferred Data

Once the unit and fuel information has been entered for a fuel in Step 2, the data elements that you are required to complete in the remaining form columns (B7 through B21will be enabled and shaded blue. The data elements are described in the column header (spreadsheet row 18) as are the units of measure you must use for each data element (spreadsheet row 18). The units of measure displayed in the header will include those for solid, liquid, and gaseous fuels. Enter your data using the units of measure corresponding to the physical state of the fuel.

Entering Data for Tier 1 Equations

The deferred data that must be entered for Tier 1 equations (C-1/C-8, C-1a/ C-8a, C-1b/ C-8b) is limited to the annual quantity of fuel used:

  • For Equations C-1/C-8, enter the annual mass or volume of the fuel combusted in short tons for solid fuels, gallons for liquid fuels, and standard cubic feet (scf) for gaseous fuels.
  • For Equations C-1a/ C-8a, enter the annual natural gas usage in therms.
  • For Equations C-1b/ C-8b, enter the annual natural gas usage in million Btu (mmBtu).

Entering Data for Tier 2 Equations

For Equations C2a/C-9a, the data entry requirements depend on whether you used Equation C-2b with monthly data to calculate a weighted annual average HHV for the fuel as indicated in form column B9.

  • If you indicate "Yes" in form column B9, you must enter the following:
    • The quantity of the fuel combusted during each month of the reporting year in form columns B9.1 through B9.12in standard cubic feet (scf) for gaseous fuels, gallons for liquid fuels, and short tons for solid fuels.
    • The high heat value (HHV) for each month of the reporting year used in the CO2 emissions calculation in form columns B10.1 through B10.12 in mmBtu/scf for gaseous fuels, mmBtu/gallon for liquid fuels, and mmBtu/short ton for solid fuels.
  • If you indicate "No" in form column B9, you must enter the following:
    • The total quantity of the fuel combusted during the reporting year in form column B9.13 in scf for gaseous fuels, gallons for liquid fuels, and short tons for solid fuels.
    • The annual average high heat value (HHV) used in the CO2 emissions calculation in form column B11 in mmBtu/scf for gaseous fuels, mmBtu/gallon for liquid fuels, and mmBtu/short ton for solid fuels.

For Equations C-2c/9b, you must enter the following:

  • The total quantity of steam generated by MSW or solid fuel combustion during each month of the reporting year in form columns B20.1 through B20.12 in pounds.
  • The ratio of the boiler's maximum rated heat input capacity to its design rated steam output capacity in mmBtu/pounds steam in form column B21.

Entering Data for Tier 3 Equations

For Equations C-3/C-8, C-4/C-8, and C-5/C-8, in form column B9, indicate whether Equation C-2b was used with monthly data to calculate a weighted annual average carbon content and/or, for a gaseous fuel, a weighted average molecular weight. If you select "Yes," enter the following data as applicable:

  • The quantity of fuel combusted during each month of the reporting year in form columns B9.1 through B9.12 in scf (gaseous fuels), gallons (liquid fuels), or short tons (solid fuels)
  • The carbon content of the fuel for each month of the reporting year in form columns B12.1 through B12.12 in kg C per kg fuel (gaseous and solid fuels) and kg C per gallon (liquid fuels)
  • The molecular weight of the fuel for each month of the reporting year in form columns B14.1 through B14.12 in kg per kg-mole (gaseous fuels only)

If you select "No," enter the following data as applicable:

  • The annual quantity of fuel combusted during the reporting year in form column B9.13 in scf (gaseous fuels), gallons (liquid fuels), or short tons (solid fuels)
  • The annual average carbon content for the reporting year in form column B13 in kg C per kg fuel (gaseous and solid fuels) and kg C per gallon (liquid fuels)
  • The annual average molecular weight of the fuel for the reporting year in form column B15 in kg per kg-mole (gaseous fuels only)

In form column B11.a, indicate whether measured HHV data, rather than a default HHV from Table C-1, was used to calculate CH4 and N2O emissions for the fuel. If you select "Yes," enter the annual average HHV you calculated from your measurements in form column B11.b in mmBtu/scf (gaseous fuels), mmBtu/gallon (liquid fuels), or mmBtu/short ton (solid fuels).

Entering Data for Tier 4 Equations

Equation C-10 is used to determine CH4 and N2O emissions for Tier 4 and Alternative Part 75 reporting configurations. For each fuel combusted in a Tier 4 configuration (specifically Configuration 2 and Configuration 5), enter the following:

  • The cumulative annual heat input for each fuel combusted during the reporting year in form column B16 in mmBtu.

Cumulative annual heat input is already collected in e-GGRT for Alternative Part 75 reporting configurations (Configuration 6).

Entering Data for Equation C-13

Equation C-13 is used in determining the non-biogenic component of CO2 emitted from units that cofire fossil and biomass fuels and calculate CO2 emissions using the Tier 4 or Alternative Part 75 (CEMS) calculation methods. For each fossil fuel combusted in such units, enter the following information:

  • The total quantity of the fossil fuel combusted during the reporting year in form column B17 in scf (gaseous fuels), gallons (liquid fuels), or pounds (solid fuels)

  • The carbon based F-factor used in the equation in form column B18 in scf CO2/mmBtu.

  • The annual average HHV value used for the reporting year in form column B19 in Btu per gallon (liquid fuels), Btu per pound (solid fuels) or Btu per scf (gaseous fuels).

Step 4. Repeat Steps 2 and 3 for Each Fuel

Repeats steps 2 and 3 to account for every fuel combusted in each Subpart C unit.  Also, repeat steps 2 and 3 to account for every Subpart C unit that requires back-reporting. When you have finished entering data for all applicable units and their combusted fuels, save the spreadsheet.

Step 5. Upload the Reporting Form With Your RY2014 Report

Deferred reporting forms must be submitted as part of your RY2014 report. Follow the applicable instructions below for reporters that use e-GGRT webforms or the XML reporting option. 

Note: Back-year reporting forms for Subpart W (Petroleum and Natural Gas Systems) should be uploaded on the Subpart W Overview page.

For Reporters Using e-GGRT Webforms

From the Facility or Supplier Overview page of your RY2014 report, use the "Click Here" link beneath the REPORT DATA table to open the Back Year reporting page.

In the UPLOAD COMPLETED BACK YEAR REPORTING FORM(S) section of the Back Year reporting page, click the "+ADD an Attachment" link below the table.

This action will open the Back Year Reporting Upload page. Under "Select the subpart for the uploaded file," click the radio button for the subpart for which you are uploading a deferred reporting form. Click the "Browse" button, select the reporting form file you wish to upload, and click "OPEN." Click the "Upload" button to upload the file and attach it to your RY2014 report.

This action will return you to the Back Year Reporting page, where the file you uploaded will be listed in the table in the UPLOAD COMPLETED BACK YEAR REPORTING FORM(S) section.

For XML Reporters

If you submit your RY2014 report using XML, your XML submission must identify the subpart and filename for any deferred submission. For Subpart W Deferred data, your XML must comply with the schema defined in GHG_SubPartW_Deferred_v5.2.xsd.  For other subparts with deferred data, your XML must comply with GHG_FacilitySiteAllDetails_v5.2.xsd and your submission must include your XML and any applicable Excel-based deferred data reporting forms in the .zip file that you upload in e-GGRT. For detailed instructions on how to incorporate deferred data reporting forms in your RY2014 XML submission, see XML Reporting Instructions.
