AB 32 Cost of Implementation Fee Regulation

The AB 32 Cost of Implementation Fee Regulation applies to Natural gas entities (gas utilities, pipeline owners and operators, and end users receiving natural gas from an interstate pipeline); Producers and importers of California gasoline, California Reformulated Gasoline Blendstock (CARBOB), and California diesel; Oil refineries; Cement manufacturers; Electricity producers and importers; and Facilities that combust coal, petroleum coke, catalyst coke, or refinery gas.

If your facility is subject to the AB 32 Cost of Implementation Fee regulation, provide the following information as applicable:

PAYMENT INFORMATION:

  • Responsible Party for Payment
  • Responsible Party E-mail
  • Responsible Party Phone Number
  • Billing Address
  • Billing City
  • Billing State
  • Billing ZIP/Postal Code

NATURAL GAS:

  • Natural Gas Delivered by Gas Utilities(therms)
  • Natural Gas Delivered by Intrastate Pipelines(therms)
  • Natural Gas Received from Interstate Pipelines(therms)

GASOLINE/DIESEL/CARBOB QUANTITIES DELIVERED:

  • CA Gasoline Delivered(gallons)
  • CA Diesel Delivered(gallons)
  • For each CARBOB Blend Delivered:
    • Quantity of CARBOB Blend Delivered (gallons)
    • Intended Blend Ratio (percentage, enter as a decimal)

To add CARBOB blend, click “ADD a CARBOB Blend” below the table and enter the required information. When finished, click SAVE. Repeat this step for each CARBOB blend.

PRIOR YEAR ADJUSTMENT TO GASOLINE/DIESEL/CARBOB QUANTITIES DELIVERED:

  • Quantity of CA Gasoline Reported for the Prior Year and Subsequently Exported out of CA (gallons)
  • Quantity of CA Diesel Reported for the Prior Year and Subsequently Exported out of CA (gallons)
  • For each CARBOB Blend Previously Reported and Subsequently Exported out of CA:
    • Quantity of CARBOB Reported for the Prior Year and Subsequently Exported out of CA (gallons)
    • Intended Blend Ratio (percentage, enter as a decimal)

To add a CARBOB Blend Adjustment, click “ADD a CARBOB Blend Adjustment” below the table and enter the required information. When finished, click SAVE. Repeat this step for each CARBOB blend adjustment.

PETROLEUM REFINERY FEE REGULATION DATA:

  • Quantity of Petroleum Coke Combusted or Consumed (short tons)
  • CO2 Emissions from Catalyst Coke Combusted or Consumed (metric tons)

PETROLEUM REFINERY OR HYDROGEN PRODUCTION FEE REGULATION DATA:

  • CO2 Emissions from Refinery Gas Combusted or Consumed (metric tons)

PETROLEUM AND NATURAL GAS SYSTEMS FEE REGULATION DATA:

  • Quantity of Natural Gas (Field and Pipeline Quality) that is Produced and Consumed On-site (therms)
  • CO2 Emissions from Associated Gas that is Produced and Consumed On-site (metric tons)

When finished entering all of the required information, click SAVE.
